The State Of Emergency [SOE] 'Rising Stars From Worldwide Bars' project was an international music showcase compilation series dedicated to scouting talent from across a diverse range of countries. The first CD featured artists from 5 different countries playing a variety of musical genres and was handed out after gigs in the UK and a limited release through the now dissolved online music magazine / platform, State Of Emergency (SOE).
